First of all, I don’t own any of the promo items because I only tried getting them after “the servers stopped working for Origins.”. Which is fine by me because the promos weren’t really worth it imo. However, I do have several if not all of the promo items for DA2.

Cailan's armor is the poor mans Warden commanders plate (from Soliders peak) So it may not be of use to someone who already has the Wardens plate.
